Registration & Attestation Process

In the first year of particpation in the Medicaid EHR Incentive Payment Program, eligible hospitals and professionals may adopt, implement or upgrade (A/I/U) to federally certified electronic health record technology.

A/I/U is defined as:

Adopt: Acquired, purchased or secured access to federally certified EHR technology

Implement: Installed or initiated the use of federally certified EHR technology

Upgrade: Expanded the functionality of federally certified EHR technology

Meaningful Use:

In subsequent years of participation in the Medicaid EHR Incentive Payment Program (years 2-6), eligible professionals and hospitals must successfully demonstrate meaningful use of federally certified EHR technology. Registration and Attestation Process:

Initially, eligible hospitals, professionals, or those designated to complete the attestation on the eligible hospital or professionals behalf, must register with Centers for Medicare and Medicaid Registration & Attestation System (CMS R&A). Once the eligible hospital, professional or preparer completes and submits the CMS R&A application, the information will be sent to the Medical Assistance Provider Incentive Repository (MAPIR), which is the state attestation program, via the Medicaid Management Information System (MMIS).

The eligible professional or preparer completing the application will receive an email stating they are now able to login via the Provider Online Service Center (POSC) and complete attestation. Attestation Extension Period:

Due to CMS programmatic requirements, eligible hospitals and professionals have been granted an attestation extension period in order to apply for their first year incentive payments. Eligible professionals have until March 30, 2013 to apply for the CY2012 payments. Eligible hospitals have until December 30, 2012 to apply for their FFY2012 payment.
